Annual Report 2026
This year marks Access’ 37th anniversary, celebrating its growth since opening on February 27, 1989. The organization successfully renewed its accreditation with CARF International, earning another three-year accreditation through June 2028, thanks to the dedication of the Management Team and the leadership of Pei Kaw and Shayna Ublansky. Access also continues to strengthen its partnership with Ontario Health, adapting to enhanced reporting requirements related to Assisted Living services and Diversity, Equity, Inclusion, Anti-Racism, and Indigenous initiatives. Access Independent Living Services Brochure
Access Independent Living Services offers personal care and lifestyle support services to individuals based on highly personalized plans that cater to the unique needs and preferences of each consumer. In keeping with the Independent Living Philosophy, consumers are responsible for directing their services and making their own decisions.
Access has six programs operating within the Toronto Region of Ontario Health. We have a dedicated team of Independent Living Assistants (ILAs) who are certified Personal Support Workers delivering on a one-to-one basis. Our consumers consist of adults with physical disabilities who live independently in the community.
Strategic Plan 2025 – 2028
This plan will guide us through the rapidly evolving health and social systems landscape and ensure we continue to provide self directed services for people with physical support needs to live with autonomy in the community. Developed through meaningful engagement with our Consumers, staff, and partner organizations, this plan reflects a shared vision for the future. It builds on our strengths, responding to emerging needs, and defines clear priorities and objectives that will guide our organization over the next three years.
Annual Report 2025
Access remains steadfast in its commitment to sound financial management, adhering to the standards set by Ontario Health and the Ministry of Health. Our existing two-year Accountability Agreement with the Toronto Region of Ontario Health has been extended by one year and will now conclude on March 31, 2026. As mentioned in the President/Executive Director’s report, we are actively working to strengthen our relationship with the Toronto Region of Ontario Health. Looking ahead, we will continue to collaborate with all stakeholders to meet our contractual responsibilities while operating within our approved budget.

This service accountability agreement is entered into pursuant to the Connecting Care Act2019 (the “CCA”).The HSP and the Funder are committed to working together and with others to achieveevolving provincial priorities including building a connected and sustainable health caresystem centred around the needs of patients their families and their caregivers.In this context the HSP and the Funder agree that the Funder will provide funding to the HSPon the terms and conditions set out in this Agreement to enable the provision of services tothe health system by the HSP.
